Hillcrest Manor

Is an apartment facility built and regulated under a program of the U. S. Department of Housing and Urban Development (HUD), providing low-income housing for senior citizens and disabled/handicapped persons with limited incomes. The property is within walking distance of many retail outlets and service establishments.

Persons or families are admitted regardless of race, color, religion, sex or national origin at all properties.

Occupants may include only:

  • A single person who is 62 years of age or over, or a disabled/handicapped person who is 18 years of age or over.
  • A family of two persons, the head of which (or his or her spouse) is 62 years of age or over, or a disabled/handicapped person who is 18 years of age or over.

To Qualify as disabled/handicapped, applicants must have a physical or mental impairment that is expected to be long continued and indefinite duration; substantially impeding the person’s ability to earn a living wage.

All Residents must be able to take care of all of their living needs without reliance on neighbors or staff of the Housing Authority.

Income limits are established by HUD annually:

Public Housing Authorities are required by the Department of Housing and Urban Development to use the low-income limits for determining eligibility of low income rent for public housing (Hillcrest Manor) and to use the very low-income limits for determining eligibility for housing assistance payments’ Section 8 multi-family housing for (Langtry Village)

Rent is based on 30% of the adjusted income (gross income minus a $400 standard deduction and any applicable medical deductions). Residents at Hillcrest Manor pay his/her own electric bills, and usage is determined by individual meters.  A Utility allowance for the electric bill is deducted from the gross amount of the rent.

Each apartment includes the following: Ceramic Tile and/ or wood flooring and carpeting window drapes or blinds, electric range, refrigerator, individually controlled heating and air conditioning units and smoke detectors.

Other than these items, the apartments are unfurnished.

Services & Activities

Coin operated laundry facilities and Community rooms in which various activities take place. A Beauty shop is operated at Hillcrest Manor location (one to two days a week).

All Activities are provided for the resident’s pleasure.

Fraud Statement

HUD places a high priority on preventing fraud.  If your application or recertification forms contain false or incomplete information, you may be:

  • Evicted
  • Required to repay all overpaid rental assistance you received
  • Fined up to $10,000
  • Imprisoned for up to 5 years and/or
  • Prohibited from receiving future assistance
